Remove the old gas and change the oil.

Remove the air filter and spray the B12 into and on the carburetor liberally. After letting the B12 dry prime then try to start.

You might have to do it a second time, but if the only thing wrong was it being left outside through the winter I am very confident this will work.

It should have recommended type of oil in the owners manual... I know UI don't keep mine around either. You could try looking at the John Deere website or calling a reputable lawn mower repair place. If all else fails go for straight 30 it will say SAE 30 on the bottle.

As far as how much.. it should have a dipstick or if the filler hole is low on the crankcase it will be to the top of the filler hole.

Oil filter... It may not have an oil filter on it. Usually less than 20 HP doesn't. If it does you'll see a cylinder a little larger than can on the side of the engine. Mine, a craftsman is on the left side toward the back of the engine. Turn it left-loose, and after a few turns it will drop off.
