Sounds like whoever did the work on the thing didn't know what they were doing.
Get rid of the starter fulid - it is bad news for small engines. Use just a couple drops of fresh gas instead.
Spark plugs can show spark when removed but not work under compression because compression drastically increases the resistance to the current jumping the gap on the plug. So the spark and plug may seem good when they are really not. Try a new plug with proper gap.
It is possible valves are not working. Remove the cylinder head and turn the engine over and see it they move. If they don't take it to a qualified shop and have it done right.
The timing on these engines is static and determined by the position of the flywheel on the crankshaft. If the guy who took the engine apart did not put the flywheel back on properly the timing could be out. Again, take it to a qualified shop since neither of you seem to know what you are doing.

you shouldn't have to change your idler pulley unless it is making noise or it is wobbling back and forth. to change the belt you need to loosen your tension pulley, it will probably slide toward the fire wall of the car. if the bolt loosens turn the other way. you do not want to take that pulley off unless you are ready to catch the tension spring. It is a easy job and I personally would not take it to a shop

yes it will fit... you will have to change out the headlights and the rear tail lights... not sure if there are any other mods you will have to do to it thought. i know that the srt-4 is the exact same body as the 00 - 05 neons(frame) just diffrent bumper hood rear bumper headlights tail lights ect.

i was skeptical of ruining my disc with this method when one of my games wasnt working but i was so frustrated i gave it a try and it worked, now i use it alot. get a little tooth paste on your thumb (about as much as you would put on your toothbrush or so) and rub it on the bottom of the disc(the part that is read obviously) and cover it completely, not globbed all over, just a thin film, let get a washcloth damp and wipe it all all, then take a towel and get everything in a circular motion( the way of the disc). i found that this part works best if you put one finger in the hole in the middle and rotate it around with the towel (you can also do this with the washcloth part).
